list disk
select disk 1(replace 1 with your disk,u can check your disk by checking the size of your disk in "list disk")
clean
create partition primary
format fs=NTFS
exit

first download the AOMEI Partition Assistant Standard Edition 5.5 from download.com create a minimum partition on 40GB and then run the command prompt, right click on the command prompt and ask to open in administration mode and then run the command this is backup c drive to E driveas shown in the url below.
wbAdmin start backup -backupTarget:E: -include:C: -allCritical

each country has a cap of 7% - approx 2500 visas. if that limit is hit for any country then it becomes Unavailable for the rest of the year for that country. since demand is high for india, china, mexico and philipines - they are called out separately and all other countries are put under RoW.
So a more appropriate answer will be for your country it will be 2500 visas (approx) + any spillover at the end of the year.
EB3 ROW gets approximately 35K visas every year.
